I just ordered a 650W PSU off Amazon. It will arrive tomorrow. I will update on what happens. Hopefully good news.

The PSU exceeds the requirements of all the components. It is 420 and peaks at 520. The GPU requires 300-350. Mobo only 350. It is relatively new and worked fine in my last setup that had higher requirements. If you think it maybe the PSU, what would be a good output?

Bios are updated to latest version GPU on top closest to CPU (I have seated it in both PCI slots) It is new my monitor is connected to the GPU and open windows after fresh install. When the monitor goes black it won't reopen windows unless i reset CMOS. I have installed win10 at least 5 times now.
