The FX-6300 has the thermal paste pre applied to the heat sink brand new out of the box, As long as the heat sink has the pre applied thermal paste you don't have to apply any onto the CPU. If you are reinstalling the heatsink after already using it then yes you will have to clean the heat...

there is a chance it will work just fine. i've heard of ones with chipped corners that still work just fine. with that being said it might not work.. Id imagine if it wasnt functioning properly you would be able to tell.

what operating system are you running and is it 32 or 64 bit try each stick separately to see if they are both working individually.

did you use the same case for the other motherboard? maybe you got a bad switch if you didnt?

did you install the mothboard standoffs before placing the motherboard you in your case and did you place them all in the correct spots. do you have your old power supply you could test with? if its a decent model you could try that. try only 1 stick of ram and try them both in different slots...

The PSU is not listed on the Tier list, but given that all the other aerocool (even their gold rated ones) psu are under tier 4 I would recommend getting a new one, but it would run the 1060 if you do decide to use it.

its just your CPU. Fallout 4 is cpu heavy and if you are looking at benchmarks from a overclocked 6700k which is 45% faster then your stock 3820 you would see a difference.

the cooler master should come with a small tube of thermal paste. I believe the 4690k comes with a heatsink that has pre applied thermal paste on it.

so you've tried it with new cpu/mobo/ram all at the same time with onboard video and no change? have you tried a new cable for the monitor?

By cpu im assuming you mean laptop. I suggest you stop trying to turn it on if it is wet there is a good chance you will damage it if it hasnt been already. Remove the battery and if you are comfortable opening it up you can do that too and just leave it alone and let it dry for a few days...

I don't know I'd imagine it would be in the 70's, but if it were going into the 80's which is still safe id recommend an after market heat sink, or at least remounting your current heat sink with new compound, although if you live in the area with hot temps and you don't have an air conditioner...

its not necessary, but I personally would get an after market cooler.. 40+ idle is to high for me.
