if an i5-6600k isn't getting you at least 60fps with ultra settings on triple-a games, it's most likely a software issue.

Some older games are poorly optimized for newer components.

Do you know which i5 this is? And how much RAM do you have (speed, type, etc). Have you opened Device Manager to see if all these components are detected? If you want, you could open Gefore Experience and take a look at the "My Rig" section to see what CPU you have, and also if it lists the GPU...
