    Honestly, RAM is RAM. Both linked have same CAS Latency. If they have the same speeds, size and form factor, you'll be fine. Choose whichever one screams value.

    The CPU (more specifically, the built-in MCC) can reference up to 128GB of Memory, yes. Any more than that and your CPU would pretend it's not there.

    It sounds like you need more data to identify what's happening. I would run perfmon and run a custom data collector set for 24-48 hours. Ticking the box "Event trace data" would be beneficial. Look into Performance Monitor and all of the logging data it can do, it's extremely useful.
