Another weird thing is that the ports will never show up in device manager unless my computer restarts with a USB device in the ports.

I have a new tower. Corsair 230T and the front ports don't work. They both say unknown under device manager, but one says device descriptor request failed and one says link in compliance mode. I was told to download USB driver updates from the manufacturer's website. BUT I CANT FIND IT ANYWHERE...
