OK I have seemed to fix the issue. I went into programs and features and uninstalled the Broadcom driver. Restarted the laptop and the problem seems to be fixed. Apparently the Broadcom WIFI/BT Card in this laptop is garbage. Most people actually replace it with an Intel 8260 or similar card.

With that kind of budget I would look at the Asus ROG series of laptops. In reality, anything with an i5 (or i7 for better multitasking) and a decent graphics card (Nvidia GT 750M or better) will be fine.

In that price range look for an AMD A6, A8 APU. 600$ for an A10 is a good deal if you can find it. The advantage of AMD's accelerated processing units is the integrated graphics card. They run games much better than any Intel at that price. Expect to be able to play games like The Sims, WOW, LOL...
