check the security level of your router because i had the same issue and it was because my router was blocking the ports that steam uses so i had to change some router settings and it worked so just try changing the security level of you router

find out the number of the disk you want to fix by going to disk manager
open admin cmd
type disk part
then type disk (the disk number) clear readonly
