Those temps are fine on those cards. 280 and 290 series are as bad as vega64 ones, they're pretty much heaters. You could try to undervolt using the adrenalin software to shave off some degrees but im telling you, 80/82 degrees are completely fine on those cards.
The green wd should only be used as storage, not as an applications running hd. Especially games. It's really not suited for it. Im pretty sure that's the culprit. I would honestly switch it with a 3.5 inches ssd sata. They're so cheap nowadays anyways.

Yeah if you're planning to 4k gaming you'd def benefit from the 12 gb of vram the ti version offers in the long run opposed to the 10 of the "vanilla" 3080. And since you'd be dropping 1.5k on a graphic's card i don't think you'd wanna upgrade it in like 2 years, right?
2xx and 3xx serie cards are known for running in the 80s. It's completely normal. I have a 290x in my backup rip and it reached 85 degrees unless undervolted. You should try to undervolt as it's very easy using the adrenalin software.

Depends on the quality. Not all psu are created equal. The cheaper you go, chances are they had to cut corners, and in psu world is mostly with ripple suppression filtering system, poor capacitors quality and lack of protections (most notably ocp).
Undervolt my friend. For the 5700xt is absolutely necessary. 1.2v it's an absurd amount for a gpu.
