Best 1080p graphics card for the price (200€-400€)

Looking for the best 1080p gaming graphics card for the price. I know that the rx 580 and gtx 1060 are the best on 1080p right now but are they worth the price right now? Both of them are between 300-400€. Looking to play games on max quality with around 60 fps.

Do i need a new adapter or power supply?

Hello, I have a hp pavilion 500-415no pc and i am willing to change my power supply, because 180 w is not enough for me. It says i have an 180 W external power adapter (100V-240V). Does this mean i need to get a new adapter or a power supply? Is it even changeable? Thank you!
