if you did a win 10 update then started getting the issues then back track and remove the update and see if the issues go away. If this doesn't apply then try win 10 repair built into win 10.

No idea why your wiping your drive if its to reinstall the OS just choose the option you need from the OS setup disk.

Sounds like the battery on the motherboard is either not seated correctly or needs replacing. The battery maintains supply power to the bios chip so the bios setting are not lost. personally I would just change the battery.

if the OS is windows 10 you need to toggle tablet mode. Go to Setting then System in list on left hand side about 8th down will be tablet mode and turn the top one off. that will stop the other windows minimizing on new window

No idea if this will work seem to remember reading somewhere that monitors sometime retain setting so try this unplug monitor from mains leave for a couple of mins then plug monitor back in and turn on then turn computer on.

Hi One long beep and 2 short beeps on that motherboard is a graphic card error. Take it out remove and dust etc with a soft brush and reseat the card and make sure the fan is running on the graphic card at turn on. If that doesn't solve the issue then you may need a new graphic card

Have to agree its does appear that the Hdd is dying. Best option get new HDD get an OS on it and then plug the dying drive in as a slave and hopefully will allow you to access it and copy what you need off it.

By changing the battery it will at least rule it out as the cause of the issue you are having
