Is it just wifi? Does it occur on wired devices that are plugged into the router directly? Do you have an old router? If you are in a congested area and have an older router you might need to purchase a new one that can support the additional channels. The Google Wifi router is a great choice.

Lets try it a different way. Hold shift while clicking restart again, however this time click "Troubleshoot" -> "Advanced" -> "System Restore" Then it will reboot and maybe you can choose a restore time prior to the offending update.

If you press Windows key and R and then paste in this command: %systemroot%\system32\rstrui.exe Can you get the system restore to open and restore to the point prior to the update install?

This behavior seems like a failing hard drive. Do you have a spare hard drive you could try to install windows on instead? This might be a great time to upgrade to a SSD if you haven't already.

What do you have in your M.2 slot? Model of M.2 drive installed? It looks like your motherboard supports dual M.2 drives. Is it possible you've put yours in the secondary M.2 slot?
