I currently have an i9-9900k and RTX 2080, but I've been having some issues with my cpu clock speed and temperature, I'm well aware that this CPU is a hot one however my temps are around 50+ at idle and 4.7mhz so not sure what to do, I'm not overclocking and the power settings seem not to work...

I did a factory reset and nothing happened, same max clock speed, my only guess is that the mobo isn't recognizing Speedstep at all

Yeah idk what else to do I even tried to reset the mobo with a jumper cap and same thing came to pc with 5ghz on idle

Setting things to default didn't help at all. CPU wasn't under any stress, I turned the pc on left it there with nothing open for like 5 mins and still had max clock speed. I did change them back after messing with them but again it didn't help, all I changed was the turbo to off then on. Yeah...
