Windows 10, and no I don't believe I am

msconfig says 2304 and resource monitor says total is 22999

I just installed 2x16gb from Teamgroup T-Force Delta DDR4 3000mhz (PC4-24000) into my MSI performance Gaming amd x470 In my bios, the whole 32k shows up. But in task manager, only 22.5-23gb of ram will show. So what's wrong? and is there a way I can fix this?
