Im having the same exact problem and I also have a Razer mouse Viper v2 pro and a razer huntsman mini keyboard. I cleaned booted tried everything I think its just a bug on razers end.

Still having issue after trying all these. My hardware is fine and theres no performance issue. It just keeps happening my mouse and keyboard is only responsive to 1 application/proccess then I have to CTRL+Alt+Delete to fix it for a couple of minutes then it comes back.

Like 10 minutes after I recorded that i rebooted then the sound went away do you think lubing the psu fan bearing can fix it?
