That depends on what the rest of your system is. Personally i wouldn't upgrade to an 8350 but just Overclock your 8150 to around 4 - 4,4Ghz. Please let me know the rest of your system.

After playing Mount and Blade Warband for about 50 minutes, i shut the game down and check the temps of the R9 290. The temps were just fine (50C), but i noticed that i had strange spikes and i had never reached its clockspeed of 1000Mhz (1075Mhz with OC). Why would this be? Thanks in advance!

I think that your SLI GTX 660 underperforms. The FX 8150 may be an 8 core cpu, but it has weak performance per core. I would say overclocking would do. You could do this in the bios by raising the multiplier, or you could do this in ASRock Extreme Tuneup (or something like that). i would oc it...

If you have the money, go for the i7-3770K. THe 3570K wont really be an improvement over your current cpu. Next-Gen games demand more and more from the gpu so better be safe than sorry i would say.

For idle it is fine, maybe slightly high, but dont worry. You should run a CPU demanding game and give us the temps. Once you have done that we can give you feedback

First, Check your temps, maybe the card overheats and downclocks. Second, The chance that there is a bottleneck is very small as the first run the GPU worked perfectly fine. The PSU might be the problem. And R9 270X can use quite a lot of power. I used to have a HD 7870 and it refused to work...
