If it isn't the cpu, then drivers are your next bet or gpu temperatures. Your cpu isn't that old and should suffice for 960gtx and heavy gaming.

Check your cpu temp, personal advice just clean your cooler and apply new thermal paste it will do wonders.

You will see a bottleneck in a heavy cpu games especially single threaded ones. For your question i5 6600 will be alot better and its worth the upgrade from a gaming perspective, in some heavy games you are looking at 20 fps boost or even more.

From nvidia you have the 970 3.5gb they are being sold quite cheap as second hand. Other than that you have the previously mentioned 1060 3gb. That's all i can think of right now from nvidia side.

Get the cheaper, the difference will be minimal. I personally would go with the rx 470 for the extra giga of vram and cheaper price.

Where i come from (Israel) the rx 470 is cheaper by a 70$ from the 1060 3gb. But if they close in price so 1060 is a better buy

I highly recommend rx 470 great card that can reach rx 480 easily and light on the pocket. Anything higher than that and i am afraid your cpu will hold you back.

You could grab a rx 470 or something like that and save the extra money (for a cpu upgrade) you won't see a difference because your cpu will hold you, you will get 1080p 60 fps most of the time but in a very cpu intensive games you will fall to 40-45 still playable in my opinion.

You can cfx 290/290x/390/390x they all have the same Hawaii core, so its possible.

Not so much...a bit mor ipc but less core count ain't worth it.
