The title may be slightly inaccurate but what I'm trying to ask is that if you are hitting over 60fps and you only have a 60Hz refresh rate, what happens...does the frame not get fully shown , does it blackout...idk what happens???

I have heard that having a too powerful power supply can over heat your components and considering the i5 7600K already gets quite hot I did not want to overheat it any more. Any suggestions on how much watt power supply I need that would work well?
