Hi, I've been experiencing this issue for about 4 days now. Everything else is fine, every web page or other video service site streams videos flawlessly. But I cannot watch YT videos anymore because the buffer speed is incredibly slow. My ISP is AT&T UVerse in California.

Well shoot, it looks like the psu didn't help. What left are my choices? Motherboard? (I'm going to keep this psu though because I feel like the old one is the cause of damage.)
Thanks for the further replies. I did manage to order the sonic psu, and it arrived at my house today. But alas I'm stuck at work for 4 more hours. I'll let you know how the new psu goes.

I built this pc back in 2009. I'm thinking it's the power as well. I tried all of the suggestions in here and it's still doing the same thing.
What I just tried one at a time:
Clear cmos.
Try each stick of ram individually in each slot.
Removed video card.

I don't know where to put this thread.
When I hit the power button, my PC will power on - all fans and lights will turn on for about 5 seconds - then it will shut off. And then it will power on, and then power off... It will continue this process until I kill the power from the PSU...
One thing I can show you guys is my unstable frame rate...
For example, one minute it will be micro-fluctuating around 45 fps, then around 60fps, and back to ~45, so on and so forth. Same area, not moving and nothing going on. It doesn't happen in all areas all of the time, but it does...

Just experiencing below average framerates in my games would be the major symptoms.
In Black Ops multiplayer it's most apparent, and I also experience some hitching in the game. Getting to as low as 35FPS in some places.
