Hi! I have a laptop that I hardly use, the other day I took it out to clean it and I've been stumped as to why the laptop won't turbo past 2.17ghz when under load. I've tried updates, Drivers, and even checking in the bios. Nothing I do to windows power on windows 11 will allow it to turbo up...
