    Did you try to install WSL (windows subsystem for Linux) and it crashed during the installation process? If that is the case then this may be the reason, I don't know in which stage your installation failed, so, I don't have a really good idea on how to resolve this without formatting the drive...

    That's Weird that you see two options in system startup settings and only one option in the Boot system settings. it must be an issue with the Disk MBR. Did you try to uncheck both of the display time options in the system startup settings?

    I don't think its a bottleneck since this CPU should be a nice match with 1080Ti GPU, make sure VSYNC is turned off, also some games limit the FPS in the demo to 30/60 FPS, I don't really sure about the witcher and GTA.

    Won't start means it simply doesn't power up or it just won't boot. You can start by trying to reset the BIOS. if that doesn't help try blowing some cold air into the slots and maybe clean the ram connector with a clean dry piece of cloth.
