Not sure why this is happening, but 2 of my 4 cores (cores 2 & 3) are running at half the speed of my primary cores. Is this normal? Also, I've noticed that my Clock speed isn't running at max speed even though I changed my power options to High Performance. Thanks for any help in advance :D

First off, when did this start happening? Second are any of your CPU cores parked? To check: 1) open task manager 2) click on performance tab 3) open resource manager 4) now when you see all of the CPU cores, check by their names and if you see "parked" next to any of their names you should...

A GTX 960 - 980 would work well with those specs, but without knowing your budget I can't really tell you which is the best fit. A 960 or 970 would be the most balanced (less of a bottleneck for your CPU), but I'm not sure if you prefer Nvidia or AMD.

You should be alright, just turn down god rays in the game settings, as they kill frames. You should achieve decent frames with that setup. It should play on high with around 40 to 60 fps is my guess. The game is better optimized for Nvidia GPU's, so you are in the luck zone :D
