    Are you talking about the OS drive or storage? If it's the first, you will need to swipe the SSD and reinstall everything from scratch. If you are just using it for storage, it should work plug-and-play.

    I am almost sure this is an issue with the connector between the monitor and the GPU (busted cable or something). Try a different port and replace the cable. If this doesn't help, and it should, it's still unlikely to be anything other than a monitor malfunction from my experience.

    Monitor quality and resolution should always match PC specs, as having a strong PC on a shabby monitor is too big of a waste. 1378x768 is miniscule for a desktop monitor. Out of curiosity, why is your school giving away monitors for free? ;)

    How many different programs are you running while gaming? Sounds like something in the background could be taking away computing power. And how's the FPS in other titles? CS:GO is quite poorly optimized. Not PUBG level, but still.

    Go for the 2600 and spend the extra money on the GPU. With the 2700 series out the 2600x isn't looking so flashy anymore, so not worth it IMO. And regardless of whether you're on a budget or not, AMD will serve you just fine over Intel.

    I'd recommend defragmentation with a specialized program if your issue was less severe, but I doubt it'll help here. It definitely doesn't sound like a mismatch between the hardware, more like the RAM breaking down or something.

    You really shouldn't be using anything below the monitor's native resolution, not in games and certainly not for desktop activities. There are plenty of ways to change the size and appearance of fonts, icons and the like, both in Windows options and through external programs.
