Could be conflicting drivers, I didn't delete any when I switched boards.

Reinstalled windows and turned on XMP. Still having stuttering and low utilization the GPU though.

I've updated all drivers on this system, but I'll do a fresh reinstall of windows and enable xmp. Thanks for your help!
