    Honestly, as far as CPUs are concerned it's pretty safe to get them from third parties since they rarely break. Obviously there is the risk that someone overclocked that "k" CPU. I have no idea about US but here most websites offer some buyer protection.

    What resolution monitors? The resolution, not the number of monitors is important. That said... I would say a 1070 is the best bet for triple monitor at the moment. I simply don't see the benefits otherwise.

    I have a 3570k and I can tell you that as far as 1080p gaming is concerned it should not bottleneck you. There have to be other issues there....

    Unfortunately I don't see a way to upgrade your Optiplex in any sensible way. it's a small office PC, made from cheap components, and not made for gaming. You'll need to save money and buy an entirely new PC.

    Don't crossfire the 460. it's not worth the trouble. One good graphics card is always better than 2 mediocre crossfire cards. In quite a few cases, when games and drivers are not crossfire optimised, a single mediocre card is better than 2 mediocre crossfire cards.
