    Definitely try it on the old MB before breaking down and buying the new one. But you should also install Windows fresh on any new motherboard if you get it anyway. Just do it, you'll be chasing problems forever if you don't. MS will make you buy a new license for it, so you might as well get it...

    Have you ever reset CMOS? If not, do so and make no changes at first, just run Windows to see how it works for you. You can't roll back BIOS from later versions in many instances. If anything, I'd suggest using the latest version anyway for best stability with Ryzen 5000 processors and security.
