No, like Blueberries has stated, it is just a misread by HWmonitor due to the new Z170 platform. I have the same processor and my HWmonitor is showing me the same vcore as you... 1.696 (sometimes as high as 4.096). You should trust what you see in the bios more than software monitoring programs...
