    The 9700k is superior in most tasks, especially gaming if that what this build is for. The 3600 may slightly edge out the 9700k in some workstation/productivity tasks and it is a bit more power efficient. But in terms of performance the 9700k bests the 3600 in almost all benchmarks I have seen.

    GPU usage, clock speed, and temps under load in rust? My first guess would be a display driver issue. If the card is overheating it will throttle and hurt performance. Also could be a power issue, I have seen inadequate power supply's cause a gpu to behave strangely.

    The rest of your specs? Everything you mentioned is compatible yes. Why do you need that motherboard? Unless you need something on that board that other resonably priced boards don't have then I would look at a cheaper board. That board is a horrific waste of money for most users.

    Yes, the motherboard is compatible. You also need to make sure your power supply is capable of powering it. And also understand that your CPU will hold back a 2060 in more modern cpu heavy games.

    What GPU make and model? The R9 200 series is a whole generation of cards. Is it an R9 290? R9 280? R9 270? If the card has a decent cooler, is clean of dust, you have decent case airflow, and it isn't heavily overclocked then the thermal paste may have dried up.

    Have you ever used a 21:9 monitor? I'm not going to say its worth the money to upgrade to one from your current monitor. However personally I would much prefer a high refresh 21:9 3440x1440 monitor versus a high refresh 16:9 4k monitor in any content that supports the 21:9 aspect ratio.
