It won’t boot to safe mode, says it can’t do a system restore. Even when I try to reinstall windows after deleting all partitions, says it can’t install windows

When booting my pc, it posts, shows the bios flash screen, then begins to load windows, after it goes from the windows logo and loading animation, to just a loading animation, the screen goes dark. I am unable to perform a system restore, both times I’ve tried I get an error (0x80070780)...

Looking on other forums it seems like some people are experiencing similar problems to mine due to a corrupt OS. Could this be the issue?

I just tried to rename the subkeys in the registry editor. I renamed minimal to minimal.old but I couldn’t find network anywhere. Nowthing changed when I tried to restart, or turn of safeboot in the CMD
