You get the screen tearing because the fps on your new card is a lot higher that the refresh rate of your monitor. And yes if you want it to be fixed you have to use V-sync

If you have a 250 dollar budget you can easily get a Gtx 960 for about 190 to 200 dollars. It doesn't matter what brand EVGA MSI or Gigabyte
