Besides the beeps when you have a faulty power supply will it run your fans at low speeds?

I get 1 initial beep then 5 seconds later i get 5 more beeps. It finally posts but comes up that my cpu fan speed is low or not running at all. Also my fans run really low speeds. Could this be my power supply possibly?

Sorry it is the i7 can I take this chip out and put in a new mb?

OK my question is I bought a alienware aurora r4 system. I know huge mistake and trust me I learned my lesson. My question is it has a intel x79 chipset what does that mean? I want the i3 processor that is in it for another build. Can I take this chip out of this pc?? Sorry im new to building...
