Your CPU is a very capable gaming CPU. Ether of the choices mentioned will work well, especially at 1080p.
Really the 4790k will handle just about any gpu.
Are there any true DX12 games out yet? Do they not have some elements of DX11 still within?
Curious if the Vega 64 is the air cooled or water cooled version.
I think the 1070ti performs exactly as expect.
The issues with AC are mostly cpu based. It will use 8+ cores and some feel the anti-cheating security software(40% CPU usage recorded purely due to the DRM layer) is to blame for the frame drops.

Why use the price from Newegg for the Ryzen 1700 (299.99) and for the 1700x walmart?? On Newegg the 1700x is 359.99, not the 467.21 quoted from Walmart. That is over $100 defifference using venders you are quoting from.
So that means your air flow in a closed case is fine. You temps are ok to run, I would expect them to be a few degrees lower.
The OC you have is quite good for that cpu. Six cores can create more heat than for. I think your temps are fine though.
