    Blower card are good and the only cards you should be using for small form factor cases. They take the air in the case and push it out from the back creating good airflow. Open fan cards kinda just pushes the air around the gpu without guiding it anywhere and can be a issue in small cases...

    I don't think there is anyway to pay someone to fix a graphics card. Graphics card are difficult to fix and the only option really it to sell it for parts or sell it to someone that is willing to take the risk and fix it themself.

    As someone with a RX 580 8GB I can say this will run VR fine on a 2x1440p WMR Headset. As for the CPU I am not sure how much VR rely on it. I have a 2600 and never had a issue but the 1400 should be fine as well. Most higher end VR Games require a 1600 at least.

    Your CPU will defiantly be able to handle a 2060 and probably up to a 2070 Super. In terms of if it's worth it I would say no unless you able able to get it for relativity cheaper. I would save and go for a 2060 Super or maybe a 5700 non/xt as 2060 is not that much of a upgrade.

    Minecraft heavily relies on single core performance so higher the clock speed the better. In recent versions chunk loading of the world was able to be offloaded to spare cores but this is usually limited to about only 4 core. FPS will be 90% dependent on only core.
