Can I reclaim PSU just because of coil whine ? (And yeah, It's extremely bad. I hear it even when I have my headphones on and hear loud music)

So basically when I was using AMDs older drivers I did expect a small ammount of coilwhine. Just now, I updated the drivers and it's much bigger issue than before. The gpu was already once reclaimed but It still makes that weird noise. Should I reclaim psu ? (RX 590, 1x16GB RAM, ASROCK...
