GTA4 is very CPU limited. If you have a "capable" GPU already, try overclocking your CPU.

Try to avoid any form of overclocking and you should be fine.

Radeon HD 6450 is a weak GPU. Try lowering image quality as well as resolution. In case you haven't done it yet, update you GPU driver.

Most GTX 770s are a bit more ($20-30 more), but if you can stretch your budget, then I would highly suggest it.

Change the CPU to an i5-4670K since 3rd Gen Core i (Ivy Bridge) are not compatible with 4th Gen (Haswell) motherboards.

Might be the PSU, the XFX unit might be a little bit faulty since the Corsair HX unit works fine. Have you tried replacing only the PSU while keeping the rest of specs the same?

Or a non-K if you don't have a Z68/P67/Z77 board. Maybe get something like the i5-3470 or i5-3350P. And yeah, definitely get a better video card for modern games.

You can google that yourself but to put it simple, it means running the CPU at a higher clockspeed to get better performance at the cost of some extra heat and power.
