It's not the card. I had the same Issue with Titan Xp. Go in settings / monitor/ - Ensure it is at 144hz not 69hz or some weird number selected. Then go to Nvidia Settings ensure it is also g-sync enabled for windowed as well as full screen. You might have plugged into the secondary port...

Do you know if, when watercooled, the power phases on the Titan X pascals will be enough to feed the monster even while at very low temps?

We will only see this card's true potential on water as soon as CUSTOM PCB's come out with 8pin8pin and some modded bios features which will allow serious overclocking. The chip is capable of probably 2.2 2.3ghz maxing out, but the power delivery system and overvolting...really disappointing...

We cannot truly see this card's potential even on water without having a proper custom PCB. The nvidia one is utter crap. Hopefully Zotac & Msi & Gigabyte and Evga will give us 8pin 8pin with a much better power delivery system which will allow by overvolting and proper watercooling to reach...
