You want your GPU to run at 100% in games. That means it's being fully utilized. If your GPU runs less than 100% in games, then your CPU is holding it back. temps look fine.
If I was in your position, I'd probably be looking at the 4070 Super later this month, and then planning an upgrade to Intel's 15th gen later this year or early 2025.
