should the radiator fans be intake or exhaust. if the radiator fans are exhaust it will not cool the cpu that well.

I have a case with 3 pre installed fans on the front and im pointing an exauhst fan in the back. My question is that I have a 240mm aio cooler coming in and Im not sure if I should place it on top. I want good cooling for both cpu and gpu heres a link to the case...

The i7 10700k has a base frequency of 3.8 ghz and a max turbo boost of 5.1ghz. Do i have to overclock it to get that 5.1 or does it automatically go up in speed as needed.
