Nah, Internet cafe very popular where I live since internet access fee is particularly expensive and not many people can afford fast, reliable service. Btw. Question was related to networking hardware and was resolved by the ISP a few hours later :)

You could choose from the hd6670 or gt630 for your $60 budget.

Go with either the XFX or Gigabyte. Both of them have reasonable cooling.
