    This usually happens when the BIOS is updated before installing the latest video driver. Try uninstalling your GPU's driver first then reinstall it.

    It's great that you have this figured out. Manually downloading DLLs is a big no-no. Some DLL sites are even dangerous. Another option would be to check your installer package and reinstall the redistributable from there, or repair your existing installation.
