Of course they do need good cooling. But his choice, both of those processors are still good. Intel is good for perfomance but not cheap while AMD is somewhat cheap and has decent perfomance.

And what's wrong with AMD? I'm using AMD's GPU and CPU for over 3 years and i had no problems with it. I'd rather say go with AMD if you're into budget, you will still get decent perfomance and it's unlocked which means it can be overclocked easily. Or go with intel, more expensive but better...
