Actually using a vendor tool to flash the bios is likely safer than changing the setting with an overclocking tool. But each to their own method I guess.

Go to your card manufacturers web site and look for a tool to flash the bios. Download the tool and the later bios version. Run the tool and flash the bios you downloaded to the card. Pretty simple really.
