Seems like whatever you are booting onto may be corrupted. That could be your harddrive or any other bootable medium, (i.e. USB or CD-ROM). If you cant boot into something else from your BIOS, then I recommend taking your computer to a local geek-squad or buying a new hard drive.

The Hyper 212 EVO should give more performance variety due to it's scaled rpm. It can do 600-2000 whilst the phanteks can only pull out 700-1200. If you want the best cooling solution, go with the Hyper EVO.
