I have a p67 sabertooth motherboard and it takes many restarts for it to boot. Usually fans spin up but no signal to my monitor/power to peripherals. What is causing the inconsistency of being able to boot up?

So my i5 4690k cores vary in temperature very drastically, sometimes my first core will be at 80C and my 4th core will be at 65C, not to mention 80c is probably near dangerous for the i5 4690k. Here's a picture of my core temps: http://imgur.com/a/9raqK I use a 212 EVO, is 80c at 1.26V 4.6GHz...

Also is it possible for the card to boost too much and hurt your card

My 75% asic score G1 Gaming GTX 970 hits 1521MHz on boost on its own? Is that common/normal? does that mean I can probably OC a lot or is it not worth OC'ing since thats already pretty high?

I heard it is an 8 phase board so it should be able to sustain high voltages for awhile, right? Why is it so cheap on Amazon though?
