3rd day in a row now that the temps are fine. I assume the bubble is quite small, so just moving the cooler around will likely continue to fix everything, shouldn't be hard at all

ok so I went and found my old login for the website where I bought the computer back in 2018, turns out the cooler isn't a Cooler Master like I thought, but is actually a "Corsair Hydro Series H60 CPU Cooler", mine is placed exactly like in this image I found View: https://imgur.com/a/WCGjKAT

I can't take a picture but the pump is right next to the chip and so the cooler is placed horizontally away from the pump and the pipes bend horizontally to fit in, they used to bend vertically upwards until I changed it a year ago or so

This makes sense, I do have CoreTemp with the overheat protection setting which informs me every time the temperatures reach 90 degrees. I'll keep shaking and moving the pipes around until I just get a new computer once I get money. I have read somewhere that the bubbles can also be moved by...

I don't think simply replacing the cooler will so much solve the mystery as just move past it. But honestly I have no idea what else could even theoretically cause overheating issues other than a faulty cooler, the question is, in why way is the cooler faulty?

Well sure, the PC is overheating so obviously it's something with the cooler, but like I said, the water cooling pipes work, the fan spins, so what exactly is wrong with the cooler? And why does it randomly fix itself when I detach and re-attach it? BTW as I am typing this my PC is overheating...

Yeah I don't know most of those things, I'm more interested in why you would ask about the PSU in the first place, do you think it's a power issue? Again I don't know what the cause of the overheating is, that's the problem. The computer "running slowly" is probably due it hitting temperatures...
