Looks fine but if you want you could run Fire Strike on 3dmark, it will give it a score that you can compare.

Buying used is good cuz you can find a very nice deal and later you can sell it if you want for almost the price you paid, you "lose" less money when you sell it. I like buying used but its always budget pcs, never bought something that expensive. Its a hard question, depends on many things.

I suspect your ram, test them one at time to se if the problem is solved, then you could spot if any of them are bad. If both gives the problem, test a different ssd or hd if you can. Also check if the temps on the processor are ok.

Take a look on GPU and CPU temps to see if any is thermal throttling,if its on the 60-80 range its fine. Look GPU clock and see if it is reaching the clock it should, maybe your model of GPU has a TDP limit lower than others on bios, stress it on Superposition with Msi afterburner monitoring on top.

Have you tried changing cmos batery?

Try powering it up without cmos battery then.

Remove ram, power without it, put ram back again and try it.

Maybe try a different processor.

The moment i plug it, it start up but theres no bios screen unless i also pless the power button, when i shut it down it looks like its going to but starts imediately again. It stopped when i took the CMOS battery out, but putting it back makes it do that after a while. It started doing that...
