So i have a PC that has a Power supply with 650w but prob draws only 100-200w if i connect this to my UPS(uninterrupted power supply) that is 600w and 1000VA .. will that be bad or is it all good? Will i be getting more than enough power?

I want to know where are places on my cpu that are safe for me to touch. I want to know this so when i install my cpu with the cpu installation tool that comes with my motherboard i want to make sure i dont damage the cpu by touching the wrong areas. Any answer is appreciated thank you!
