What is the CPU model? I have the same build but with a i7 3770 + MSI 960 OC and works fine with a 550 (not the generic one tho)

Which GPU do you have? Have you tried to install the drivers? If you have an older/incorrect version of them, go into Safe Mode and uninstall them; then install the right one. Check ports if everything else fails

Maybe try to format that HDD in other computer?

Which drivers are you trying to install from safe mode? I recall having issues with my GPU, so I switched to Safe mode. There, I was able to uninstall the drivers causing the issue and installed the proper ones; never had a problem.
