I reduced some graphics quality and my fps were like 60-70. And game is running very smoothly. But on 30 fps its laggy.

I was playing crysis 3 yesterday and I check my fps with shadowplay it was in between 30-40 on ultra. Gaming Consoles play games on 30 fps but it is smooth and 30 fps on pc is just crap. Why?

Is 3.1 ghz enough for gaming and what is turbo boost in bios. In bios there r some option like changing cpu frequency,ratio,voltage and i tried changing them but nothing works.
