This works! Thank you! However, I do have to reopen throttlestop everytime I close my computer and open it back up. Is there a way around this?

Here's a screenshot. Sometimes it works, sometimes it doesn't. It currently did not work. You misunderstand. It is giving lower performance when OFF battery. When battery is plugged in it has its normal performance. When battery is UNPLUGGED, it goes down.

Is that the problem? Like I said, I don't think it was a problem before this windows install. Also, I did unplug and replug the cmos battery before reinstalling windows, since I did do a cpu change, and it has not had problems keeping settings in the bios?
