I have an M5A78L mobo with an FX-8300 @4Ghz. I put heatsinks and two 40mm fan on top of the VRM. It tops around 65C° during gaming, with a 15min torture test it went up to 80-85C°. With enough cooling, even a crap mobo can perform I quess =)

It could be the OS doing something in the backround, or just minor glitch/rounding of the task manager. You shouldn't worry about 1% CPU usage.

Your PC will not boot, if you don't have at least 1 RAM module in your motherboard. If it has, then it sounds like your motherboard died, rather than the graphics card. I would take my PC to a professional for repair.
